Whats a flute like this ?

Hello, i have a flute like its on picture below. I dont know whats the year of production and what company is this. There is on flute a description "LA FLEUR", i know that its a piccolo flute. Unfortunately flute is not working, there are no all pillows in flute. So mine questions to you is, what probably year is production of this instrument and what is the price in this condition of this.
