Are there any legitimate sites where sheet music can be legally downloaded without infringing on any copyright laws. I am looking for the chart to "Spain" by Chick Corea.

There are sites that offer original sheet music out there like the Sibelius site. But I have had much more luck, when looking for solo arrangements, by purchasing compilations. For example the Abersold books that come with a sound track CD to play against are excellent. AND, I have gotten many for pennies on the dollar by shopping at used book stores. I also collect piano compilations because I can transcribe them to trios, quartets and such rather easily. Good luck.

Once you pay the $2.99 fee, it is perfectly legal to download the music.

If you meant download for free, then no. U.S. Copyright duration is the life of the author/composer plus 70 years. Since Chick Corea is still alive, it will be more than 70 years before it will pass into the public domain and be free to download.
