Unlike the flute, most piccolos have a range only to low D. So, unless you buy a very rare or custom piccolo, there are not many options for low C.
You can try rolling a piece of paper and sticking into the end of the piccolo. If you do that, play a low D and adjust the length of the tube until it sounds a low C. Of course, if you do that you won't be able to play a normal low D.
If you have long fingers, you can try placing your right pinky over the bottom end of the piccolo and partly covering the end of the bore while playing low D. That along with some drastic embouchure adjustments might get you close to a low C...
