It depends upon what is included, but that's not unreasonable for a COA especially if your flutes needs a pad or two to be replaced. A COA usually requires 2-3 hours of labor and here in the USA, $50 per hour is about average.

that sounds really really cheap! at flute tree (where i get mine serviced) it's like $400. do you know for sure that this repair place specialises in flutes?

Well, it is actually a music shop, but it is the biggest and more important in my area... It is where I recently bought my piano. They also have flutes, although I didn't buy mine there.
